PROBLEM TO BE SOLVED: To provide a paper holder which makes it possible for a plurality of people to take out paper for use simultaneously or separately. SOLUTION: This paper holder is internally provided with a double rod insertion table comprising an inside rod insertion table where a cylindrical insertion rod is vertically provided and a vertically movable and rotatable outside rod insertion table where the cylindrical insertion rod to be inserted in the inside rod insertion table is provided vertically for simultaneously or separately taking out paper for use from the two areas, i.e. the inside and the outside of coreless roll paper or roll paper from which its core is removed through a plurality of outlets formed smooth with small resistance.
