PROBLEM TO BE SOLVED: To provide a fixing device and an image forming apparatus capable of shortening time required for warming-up while achieving power saving. SOLUTION: The fixing device 90 includes: a fixing belt 91 formed as an endless belt, provided to circularly rotate and generating heat by absorbing a microwave; a rotatable pressure roller 92 pressed to the outer circumferential surface of the fixing belt 91; and a microwave irradiation means to irradiate the fixing belt 91 with the microwave to make the fixing belt 91 generate the heat. By conveying a recording medium P carrying an unfixed image T while holding it between the fixing belt 91 and the pressure roller 92, the recording medium P is heated and pressured to fix the unfixed image T on the recording medium P.
