PROBLEM TO BE SOLVED: To reduce a present CPU utilization to newly start a program and to operate it smoothly. SOLUTION: Utilization of presently starting and operating programs are acquired, to report to a user that the newly started program smoothly runs when one of the programs is selected and completed.
