PROBLEM TO BE SOLVED: To enhance the durability in a mounting part by eliminating metal fatigue which is concentrated at one place of a Savonius rotor. SOLUTION: The device is equipped with a power generating part 5 and a wind-turbine part 3, which is constituted of a Darrieus rotor 15 and a Savonius rotor 13 provided to a vertical rotary shaft 11 freely rotatably supported by a body case 9. The Savonius rotor 13 of the wind-turbine part 3 is formed of an upper Savonius blade 19 whose upper and lower ends are fixed and supported by a pair of upper and lower horizontal mounting plates 17 fixed to the rotary shaft 11 and which includes wind receiving ports 19a with a different direction by 180°from each other, and of a lower Savonius blade 23 which is arranged in a position lower than the upper Savonius blade 19 with a prescribed gap d, whose upper and lower ends are fixed and supported by a pair of upper and lower horizontal mounting plates 21 fixed to the rotary shaft 11 and which includes wind receiving ports 23a with a different direction by 180°from each other.
