PROBLEM TO BE SOLVED: To provide an image processing device and an image processing method for precisely detecting a change in each part of a face. SOLUTION: This image processing device 1 detecting a change in each part of a face from a photograph image is provided with an imaging means 2 imaging a face, a characteristic point detection means 10 detecting a characteristic point of the face from the image taken by the imaging means 2, an image characteristic detection means 11 detecting image characteristics on the periphery of the characteristic point detected by the characteristic point detection means 10, and a determination means 12 determining a condition around the characteristic point periphery based on the image characteristics of the characteristic point periphery detected by the image characteristic detection means 11.
