PROBLEM TO BE SOLVED: To provide a device for controlling additional quantity of exhaust emission control agent capable of accurately controlling additional quantity of exhaust emission control agent to appropriate quantity with flexibly corresponding to more situations, and an exhaust emission control system mounting the device capable of more appropriate exhaust emission control. SOLUTION: The device for controlling additional quantity of exhaust emission control agent controls additional quantity purifying agent NH3 added in exhaust gas, reacting with specific component (NOx) in the exhaust gas, and purifying exhaust gas, and is provided with a program executing one of increase control which is control to sequentially increase additional quantity of urea water and decrease control which is control to sequentially decrease additional quantity of urea water while monitoring component not converted by reaction with NH3 in NOx in exhaust gas (NOx emission quantity), and changing control to be executed from one of increase control and decrease control which is being executed to another according to whether a change mode of NOx emission gets to a predetermined mode (with change or without change) or not.
