PROBLEM TO BE SOLVED: To provide a compound substrate and a flooring material capable of preventing resins from oozing from plywood and provide a flooring material excellent in surface physical properties such as surface smoothness and resistance to abrasion and pollution or in resistance to casters and drop impact resistance. SOLUTION: In the compound substrate 4 provided with a substrate layer 41 for one surface of plywood 42 and a first resin-impregnated paper cured layer 40 for the surface of the substrate layer 41, the first resin-impregnated paper cured layer 40 is a layer in which resin-impregnated paper impregnated with a diallyl phthalate resin is layered on the surface of the substrate layer 41 provided for the plywood 42 and integrated by hot-pressing shaping.
