PROBLEM TO BE SOLVED: To provide a light deflection element which permit high-speed light beam deflection, is compact and can provide a large deflection angle. SOLUTION: The deflection element has a light input part 111, a light distribution part 112, an optical waveguide array 113, a light output part 114, a control electrode 120 and the like on a substrate 110, distributes light inputted to the light input part to respective optical waveguides of the optical waveguide array by means of the light distribution part and imparts a retardation to light guided through the optical waveguide array 113 between waveguides with the control electrode 120 and so on to emit the light from the light output part. Therein, the optical waveguide array 113 is an array arrangement of at least two optical waveguides using high-refractive index difference optical waveguides, at least core 116 or the like is formed of material having an electrooptical effect, further, the respective waveguides have phase modulation structures having curved optical waveguide parts 118 with a curvature, and such phase modulation that the control electrode imparts to a guided light retardations different between the optical waveguides due to the electrooptical effect is performed for the phase modulation structures in the optical waveguide array.
