Determining whether content should be provided to user equipment by receiving, at a time and/or date, a download request from the user equipment to download content and determining if said download request is to be allowed or denied in dependence on a network traffic management requirement for said time and/or date at which the request is received. Information identifying a download location of said content is provided to the user equipment when it is determined that the download request is to be allowed. Downloads may be prevented when the available bandwidth is or is predicted to be insufficient to meet the demand. The traffic management requirement may be represented by a weighing factor which may indicate a probability that a request for access to content will be allowed. A license to play the content may be provided if a time and/or date of a request to play the content is after a transmission time and/or date.
