passing water through a container having a hydrophilic surface, the water receiving energy from an energy source such that the water spontaneously forms a negatively charged region adjacent to the hydrophilic surface, and a positively charged region spaced apart from the hydrophilic surface; and extracting electrical energy from the negatively charged region and the positively charged region. |
