<p><P>PROBLEM TO BE SOLVED: To provide an input mechanism allowing smooth operation, and to provide an input device with the input mechanism. <P>SOLUTION: This input mechanism 13 has: a rotatable first roller 14; a rotatable second roller 15; a first encoder 17 connected to the first roller 14, detecting a rotation direction and a rotation amount of the first roller 14; and a second encoder 18 connected to the second roller 15, detecting a rotation direction and a rotation amount of the second roller 15. The first roller 14 has: a first rotary shaft 14a connected to the first encoder 17; an operation annular part 14b having annular shape; and a connection part 14c connecting the first rotary shaft 14a and the operation annular part 14b. The second roller 15 has: a second rotary shaft 15a connected to the second encoder 18; and a rotation operation part 15c connected to the second rotary shaft 15a.
