PROBLEM TO BE SOLVED: To provide a binder which is for four holes and specifies the positions of four ring parts so that binder paper having binding holes corresponding to these ring parts can be bound stably to a binder for two holes even when the binding paper is halved in size. SOLUTION: A binding implement 5 is provided with the four ring parts 7 for binding a binding margin part of one long side edge part of the binder paper 6. These four ring parts 7 are so disposed that the binding holes 13 in two areas demarcated by a demarcation line 11 located in the almost central part in the lengthwise direction of the binder paper 6 and being almost parallel to the short side 9 are bound by two of the ring parts 7 respectively. The two of ring parts 7 binding the binder paper 6 in each area are so disposed as to bind the binder paper 6 at the positions being symmetrical about a virtual axis 15 located almost at the center between the demarcation line 11 and the short side 9 of the binder paper 6.
