PROBLEM TO BE SOLVED: To improve the security of radio communications and quickly commence the radio communication with communication parties. SOLUTION: On the basis of a preset communication range and a range-power calculation table, the power to be fed to a radio communication unit is calculated (108) to feed the radio communication unit with the calculated low power (110). When an access request message is sent (112) and radio signals are decided to arrive at a communication party (114), an authentication process is executed (118). If the access is permitted (120), the power fed to the radio unit from a power source rises up to a usual power (122) to execute a data communication process, and the radio communication unit sends radio signals showing image data of a sending object to a digital camera (124).
