PROBLEM TO BE SOLVED: To convert a voltage of a signal of a core into a high voltage and to output it even when voltage resistance of a transistor is reduced with reduction of a power supply voltage of the core, and to convert a high voltage into a low voltage and input it even if that high voltage is input. SOLUTION: A semiconductor device of the present invention is a device for inputting/outputting different voltages and includes: a core; a P-channel transistor serial circuit 11 and an N-channel transistor serial circuit 12 which are provided for converting a voltage outputted from the core into a high voltage and outputting it to the outside and include a plurality of transistors of which voltage resistance is lower than or equal with the high voltage; an input circuit 16 for converting a voltage input from the outside into a voltage lower than or equal with a low voltage and supplies it to the core; and gate voltage generating circuits 13, 14 for changing gate voltages of the P-channel transistor serial circuit 11 and the N-channel transistor serial circuit 12 in accordance with magnitudes of the voltage output from the core and the voltage input from the outside.
