The device has a round steel bar pivotably connected with a flat strap (4) by a bolt that is guided through a borehole in the flat strap. The steel bar has a slot whose depth is suitable for retaining two sections (7, 8) of the flat strap. The flat strap is non-penetrable and comprises a recess (5) in each section, where the recesses are arranged equidistant to the borehole. A projection is arranged in the slot of the steel bar at one of two opposite slot walls such that the projection stays in engagement with the recesses of the sections that pivot in the slot and form a stop for the strap. An independent claim is also included for a fastening system comprising a spacer.
