PROBLEM TO BE SOLVED: To provide a valve apparatus capable of sufficiently sealing a flow passage, and to provide a water heating apparatus including the valve apparatus.SOLUTION: A valve apparatus 1 includes: a valve body 11 including a first opening 11a and a second opening 11b and including a flow passage 11A to make a medium flow to the inside; a shaft body 12 which is disposed in the flow passage 11A of the valve body 11 and is configured to be rotatable with an axial line C-C as a center; a first valve element 13a which is connected to the shaft body 12 to be located between the first opening 11a and the second opening 11b in the flow passage 11A and has a shape in which a first notch 13ais formed in a disk shape with the axial line C-C as a center; and a first shielding portion 14a disposed in the flow passage 11A so that the first notch 13aof the first valve element 13a can be opened/closed by rotation with an axis 12 of the first valve element 13a as a center.
