PROBLEM TO BE SOLVED: To provide a portable pump device appropriate for draining water of a ground. SOLUTION: The portable pump device is composed having a base part 3, comprising a ground plate 1 and a stepping part 2 disposed at an appropriate height of the ground plate 1, fixed at a lower end of a manually-operated pump part 5 for absorbing water by a pulling operation of an operating handle 4, and a water absorbing end of a water absorbing part 6 of the manually-operated pump part 5 is positioned at an appropriate height of the ground plate 1.
