PROBLEM TO BE SOLVED: To suppress a leakage current via an ESD protecting element, while protecting against ESD a semiconductor integrated circuit to which the output signal of another semiconductor integrated circuit operating, with a relatively high power-supply voltage and a semiconductor integrated circuit whose sleep state is controlled with an external control signal, in an environment where a plurality of semiconductor integrated circuits operate at a plurality of power-supply voltages. SOLUTION: A semiconductor integrated circuit is provided with an internal circuit 404, a signal input terminal 405 for inputting a signal to the internal circuit 404; an ESD-protecting circuit having a P-channel transistor 409 and an N-channel transistor 410 for ESD protection; and a switch circuit which supplies a power-supply voltage to the back gate of the P-channel transistor 409, when the internal circuit 404 is in operation and connects the signal input terminal 405 to the back gate of the P-channel transistor 409, when the internal circuit 404 is at a halt.
