A solid electrolyte composition containing an inorganic solid electrolyte, binder particles, and a dispersion medium; a cell electrode sheet and an all-solid-state secondary cell in which said solid electrolyte composition is used; and a method for manufacturing the cell electrode sheet and the all-solid-state secondary cell, wherein the inorganic solid electrolyte contains sulfur atoms and has conductivity for the ions of metals belonging to group 1 or 2 of the periodic table; and the binder particles comprise a polymer that incorporates a macromonomer having a mass-average molecular weight of 1000 or greater as a side-chain component, and that has at least one functional group from among the functional groups (b) below.
