PROBLEM TO BE SOLVED: To provide a reflective dimmer electrochromic element that is superior in repetition response property in reversible changes between a mirror state and a transparent state, and to provide an article that uses the reflective dimmer electrochromic element, achieving a longer lifetime and having superior repetition response properties in reversible changes between a mirror state and a transparent state. SOLUTION: The element comprises a transparent substrate 2 and the following layers successively layered on the substrate 2: a first conductive layer 3 having light transmission property, a proton-holding layer 4, a proton conducting layer 5, a catalyst layer 6, a hydrogenated metal layer 7 and a second conductive layer 8 having light transmission property, wherein the sum (d<SB>a</SB>+d<SB>pk</SB>) of the thickness d<SB>a</SB>of the first conductive layer 3 and the thickness d<SB>pk</SB>of the proton holding layer 4, and the maximum surface roughness R<SB>a-pk</SB>on the interface between the first conductive layer 3 and the proton holding layer 4 have the relation expressed by R<SB>a-pk</SB>/(d<SB>a</SB>+d<SB>pk</SB>)≤0.65.
