PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming system wherein leakage of a developer is properly suppressed. SOLUTION: The image forming apparatus includes; (a) a developer moving member which rotates in a state of bearing the developer in order to transfer the developer to a medium and moves the developer; and (b1) a recovery part which recovers a developer left untransferred to the medium and remaining on the developer moving member and includes (b2) a scraping blade which can be separated from and brought into contact with the developer moving member and is brought into contact with the developer moving member to scrape the developer on the developer moving member, a seal member which can be separated from and brought into contact with the developer moving member and is brought into contact with the developer moving member to prevent the developer from leaking out of the recovery part, an air hole for moving air in the recovery part out of the recovery part, and a valve for controlling the amount of air passing the air hole and allows air to pass the air hole when one of the scraping blade and the seal member which separates from the developer moving member earlier than the other starts separating from the developer moving member.
