PROBLEM TO BE SOLVED: To provide a foundation heat-insulated structure which enables a decorative panel to rapidly replaced with ease. SOLUTION: This foundation heat-insulated structure is formed by providing a heat insulating material 2 on an outdoor surface of a foundation 1 and mounting the decorative panel 3 on the outdoor surface of the heat insulating material 2. A lower portion of the decorative panel 3 is embedded in ground 4 after construction. The lower end of the decorative panel 3 is held by a retainer 7 which is attached to the heat insulating material 2. A locking implement 8, which is attached to an upper end of the heat insulating material 2, is provided with a locking piece 32 which can be vertically and freely rotated on a surface parallel to the outdoor surface of the heat insulating material 2, and an upper end of an outdoor surface of the decorative panel 3 is locked by the locking piece 32 in a suspended state. This makes the decorative panel 3 mounted on the outdoor surface of the heat insulating material 2 by means of the retainer 7 and the locking implement 8. The locking piece 32 of the locking implement 8 is turned upward from the suspended state. Thus, the state of locking the locking piece to the upper end of the decorative panel 3 can be released, and the decorative panel 3 can be detached without the need for the detachment of the locking implement 8 from the heat insulating material 2.
