An apparatus and a method for recognizing paper money are provided to perform an accurate determination about paper money of various kinds although the paper money is changed. An apparatus for recognizing paper money includes a memory, a detecting part, a converting part, a determining part, an image sensor, an AD converter, and a motion value calculating part. The memory(511) stores a reference data about genuine paper money. The detecting part(508) detects a comparison data about the inputted paper money. The converting part(509) converts the comparison data detected by the detecting part, and increases/decreases the converted comparison data with a fixed ratio. The determining part(510) determines the genuine paper money by comparing the comparison data with the reference data. The image sensor(501) obtains a partial image of the paper money. The AD converter(502) converts an analog signal of the image sensor into a digital signal. The motion value calculating part(503) analyzes the image data of the AD converter, and calculates a motion value of the paper money.
