A control device of the present invention is provided with: a virtual network update reception means which receives virtual network update content to be provided to a user; and a virtual network construction means which, in accordance with the virtual network update content, constructs a virtual network that reflects the virtual network update content, by setting control information which has a higher priority than pre-update control information in at least physical nodes corresponding to the post-update virtual network.
