A formation processing unit (33) constituting a rotational pattern forming device (20) feeds a material (11) from a feeding shaft (13) by way of controlling the position x of the feed shaft (13) via a feed shaft position controlling unit (31) and winds the fed material (11) on a wind shaft (14) by way of controlling the position y of the wind shaft (14) via a wind shaft position controlling unit (32). The formation processing unit (33) finds, as the rotational pattern when rotating the feed shaft (13) and wind shaft (14), the relationship between the position x and position y that is required to keep the variations in tension T within a target range by using data for the position x, the position y, and the tension T that are acquired during the winding process.
