A two-step rotation operating device increasing the search convenience and a file search system using the same are provided to use one rotation operator operating two kinds of modes and search a folder and a file freely. A pressing rotation button(11) rotates a rotation state in a pressed state. A rotation mode is a first mode. The rotation mode of the pressed state is a second mode. A first switch unit(12) is installed in one area of a lower surface of the pressing rotation button. A second switch part(13) is installed in the first switch unit among the lower surface of the former button and the other task domain. A first switch unit generates a first operation signal by connecting to the first switch unit in the second mode. A second contact unit generates the second contact signal by connecting to the second switch unit in a first mode/second mode.
