PROBLEM TO BE SOLVED: To provide a mail filtering device for reducing a management load by increasing the detection rate of an unsolicited bulk e-mail. SOLUTION: A first retrieval means 21 retrieves the entry of a mail flow rate storage part 41 based on the transmission original IP address of the text of an electronic mail, and increases a corresponding count value by a specific value when the corresponding entry is found, and newly registers an entry constituted of the transmission original IP address of the electronic mail and the initial value of a counter in a mail flow rate storage part 41 when any corresponding entry is not found. A second retrieval means 22 retrieves whether or not the SPAM determination word of an SPAM determination word storage part 42 is included in the electronic mail. A new URL registering means 31 extracts a character string starting with "http" from the electronic mail, and records it in an SPAM determination word storage part 42 and a URL black list 43.
