PROBLEM TO BE SOLVED: To provide an operation testing device for an elevator governor capable of conducting an operation test without removing a governor rope from a governor sheave. SOLUTION: This operation testing device is provided with a displacement sensor 14 for measuring an interval between a pendulum 7 of the elevator governor 1 and it, an encoder 9 for detecting elevator speed, and a processing means, namely, a terminal unit 12 for obtaining correlation between elevator speed and the interval between the pendulum 7 of the elevator governor 1 and the displacement sensor 14 based on a signal output from the displacement sensor 14 and a signal output from the encoder 9, obtaining predicted elevator speed predicted when an overspeed switch 4 operates by the correlation and predicted elevator speed predicted when a rope catch 5 operates, and performing processing for determining whether these predicted elevator speeds are within allowance speeds or not, respectively.
