The device has an air supply unit (18) coupled to a cathode catalyst side of a fuel cell stack (10) by a mass flow controller (14) and a humidifier (16). Hydrogen supply devices (20) are coupled to an anode catalyst side of the fuel cell stack by the controller and the humidifier. A thermostat (12) circulates cool water, which is supplied by the fuel cell stack, and a cable (22) is coupled to both ends of the fuel cell stack for short circuiting a cathode and an anode. A hydrogen rotary blower is coupled to an outlet side of the fuel cell stack for supplying hydrogen to the fuel cell stack. An independent claim is also included for a method for activating a fuel cell.
