A plasma display panel and a manufacturing method thereof are provided to lower a firing voltage and a sustain voltage by forming an intense electrical field by forming whisker MgO on a portion of a dielectric layer. A plasma display panel includes an upper plate and a lower plate, which are coupled with each other with a barrier rib between them. The upper plate includes sustain electrode pairs. The lower plate includes address electrodes. A dielectric layer(212) is formed on the upper plate, which includes the sustain electrode pairs. A whisker MgO layer(215) is formed on a portion of the dielectric layer. A protective film layer(217) is formed on the dielectric layer and the whisker. The whisker MgO layer is formed in a receiver, where the sustain electrodes are formed. The whisker MgO is formed on the sustain electrode inside a light emitting region.
