A non-metallic friction lining is provided to secure friction engineering properties with a carbon friction lining and to cut down on the cost of basalt fiber used for manufacture considerably by using basalt fiber as a non-metallic fiber material for a friction lining for wet running. A non-metallic friction lining for a wet funning synchronizing device, a clutch or a brake comprises a friction lining material including a fiber material, a filter material and a binder, wherein the fiber material includes 30~80% basalt fiber treated with 20~70% synthetic resins, or, 60~80% basalt fiber treated with 20~40% synthetic resins.
