PROBLEM TO BE SOLVED: To provide a communication system and a communication device that is flexibly adaptable to securing reliability of data communication and through-put while suppressing the cost of the configuration of a communication system covering a predetermined area (for example, an area of about several kilometers in radius) when the communication system is configured.SOLUTION: A communication device including a communication controller, a power line communication unit, and a radio communication unit described below is provided as a communication device constituting a communication system. The power line communication unit communicates with another communication device via a power line. The radio communication unit wirelessly communicates with another communication device. The communication controller communicates data with another communication device while one of reception of data transmitted from another communication device by at least one of plural communication means and reception of the data transmitted from the other communication device by all of the plural communication units is set as a criterion for determining that the data communication with the other communication device has been completed.SELECTED DRAWING: Figure 13
