PROBLEM TO BE SOLVED: To provide a steam turbine rotor which includes a rotor shaft obtained by using conventional inexpensive ferritic heat resistant steel and furthermore can meet the need for increasing main steam temperature to 650°C level, and to provided a steam turbine using the steam turbine rotor and a thermal electric power plant using the steam turbine.SOLUTION: The steam turbine rotor related to the present invention has a rotor shaft and a rotor blade, the rotor shaft is composed of a ferritic heat resistant steel, and the rotor blade is composed of a titanium aluminum alloy which is a TiAl alloy containing as a composition thereof, 38 atom% to 45 atom% of Al, 0.5 atom% to 2 atom% of V and 2 atom% to 6 atom% of Cr and/or Mo and the balance Ti with inevitable impurities.SELECTED DRAWING: Figure 1
