[Problem] To provide: a nonaqueous electrolyte solution for secondary batteries, which has excellent storage characteristics in a temperature load environment and is suppressed in deterioration of the charge/discharge characteristics and increase of the internal resistance after storage; and a secondary battery which is provide with this nonaqueous electrolyte solution for secondary batteries. [Solution] A nonaqueous electrolyte solution for secondary batteries according to the present invention is a nonaqueous electrolyte solution used in a secondary battery, and is characterized by addition of a phosphate diester salt thereinto. A secondary battery according to the present invention is characterized by being provided at least with: the above-described nonaqueous electrolyte solution for secondary batteries, a positive electrode (1) and a negative electrode (2).
