PROBLEM TO BE SOLVED: To provide a technique for other call control server to perform location registration of a terminal instead of a call control server which cannot perform the location registration of the terminal.SOLUTION: A call control server 1A transfers a location registration signal to other call control server 1B if the number of location registration terminals C is an upper limit T or more.(S22). The call control server 1B receives the location registration signal (S22), performs location registration of a terminal 3 (S3).
