A cleaning tool and a cleaning element are provided to enhance cleaning efficiency of the cleaning tool by wrapping the cleaning element with a cleaning element holder spirally in a way that an outer surface of the cleaning element is moved to an outer surface of the cleaning element holder. A cleaning tool(100) comprises a cleaning element(110) and a cleaning element holder(120). The cleaning element includes a main body(111) of the cleaning element and a holding sheet(112) on which welded parts(113,114) are welded. First and second held parts(110a,110b) are installed at front and rear ends of the cleaning element. The cleaning element holder includes a holder body(130) and a handle(140). The handle includes a handle body(141), and a connecting part(141a) between the handle body and the holder body. The holder body includes a holding part(131) with a pair of left and right claws(132), and a movable part(133) rotating around the holding part. A rotary body(134) is integrated with the movable part. A plurality of catch ribs(134a) are installed on the rotary body.
