A high strength hot rolled steel plate with a superior weatherability and a manufacturing method thereof are provided to improve the superior intensity and the simple component system of the steel plate by efficiently controlling the organization and component of the steel sheet. A manufacturing method for a high strength hot rolled steel plate with a superior weatherability comprises: a step of hot rolling the steel material by limiting the hot roll finishing temperature to the higher than Ar3 transformation point; and a step of winding hot rolled steel sheet at over than 50°C / second and under less than Bs temperature. C is added in order to increase the intensity of the steel sheet. Cu is added in order to extracts the micro extracts, increases the intensity, and improves the anti-corrosive by forming a stable rust film. Cr is added to have the hardening ability improvement and carbide production in order to increase the intensity.
