Provided are a data sending and receiving apparatus and method, and a terminal device. The data sending apparatus provided in the present invention is arranged in a first terminal device. The apparatus comprises: an acquisition module for acquiring repeated pattern information, a coverage grade, data packet information and resource information, wherein the repeated pattern information is used for instructing a first terminal device to repeatedly send a data packet according to a predetermined rule, the data packet information comprises the number and size of data packets, and the resource information comprises location information about the data packets in a scheduling resource; and a sending module for repeatedly sending the data packets in the scheduling resource according to the acquired information, the number of times of repeatedly sending the data packets is the number of times of repetition corresponding to the coverage grade. When the apparatus provided in the embodiments of the present invention performs M2M communication, by flexibly configuring the method of repeatedly sending and combinedly receiving a data packet, an application range of the M2M communication is improved. |
