PROBLEM TO BE SOLVED: To provide a monitoring video signal recording regenerating apparatus with high reliability for reproducing a monitoring video image in a simple way, recording an intermittent image at a normal time, and recording a full frame image retroactive to the past when an alarm is detected. SOLUTION: A monitoring video signal outputted from a monitoring camera is stored circularly in an image memory 23, and an alarm signal is generated based on the movement of a monitoring object by an alarm signal detecting means 6. An intermittent image signal generated by a thinning means 22 is recorded when the alarm signal is not detected, and the full frame image signal from the past is recorded in a medium 25 when the alarm signal is detected. At the regeneration of the medium, the part of intermittent image signal is subjected to fast forward regeneration, and the part of the full frame image signal is subjected to real time regeneration.
