PROBLEM TO BE SOLVED: To provide a picture communication apparatus and a system which smoothly executes picture communication over the Internet and a call without imposing a burden on a user. SOLUTION: The picture communication apparatus for picture communication over the Internet comprises a means for registering a plurality of addresses different in communication systems for dealing with communication parties and a means for selecting either the picture communication or the call. When the image communication is selected, one of the plurality of addresses that executes the image communication is determined, and the image communication is executed, and when the call is selected, one of the plurality of addresses that executes the call is determined, and call connection is executed.
