<P>PROBLEM TO BE SOLVED: To provide a semiconductor photoelectrode whereby (1) substrate resistance advantageous for enlarging a cell using no transparent conductive glass and no transparent conductive film which are expensive while having high resistance can be reduced to almost zero, (2) a cost to make a module can be substantially cut down, (3) light absorption loss of the transparent conductive film itself can be made extremely small, (4) a whole electrode formed by integrating an anode and a cathode can be formed into a bag-shaped film to easily and surely seal an electrolyte, and (5) if a film for sealing and a counter electrode substrate are made of plastic and metal, a flexible solar cell can be made, and to provide a-dye sensitized photo-electrochemical cell using the same. <P>SOLUTION: A porous semiconductor thin film layer 2 is provided at least in a portion on a metal substrate 1 to form a semiconductor photoelectrode, and a porous metal self-supporting substrate having pores connecting with the inside and outside is used as the metal substrate.
