PURPOSE: An apparatus and a method for adaptively converting a scalable video coding bit stream are provided to for adaptively convert a scalable video coding bit stream, thereby improving quality of the entire spatial layer. CONSTITUTION: A layer selecting unit(210) selects at least one first quality layer among quality layers included in each of spatial layers within a scalable video coding bit stream. A layer extracting unit(220) extracts at least one first quality layer. A layer dependency correcting unit(230) corrects quality layer dependency among one or more second quality remaining in the quality layers or spatial layer dependency among the spatial layers.
