PROBLEM TO BE SOLVED: To provide a valve timing adjusting device capable of preventing fluctuation of the rotation phase of a driven shaft with respect to a drive shaft due to action force to a phase changing mechanism. SOLUTION: The phase changing mechanism 10 is composed of a first rotary member 11 synchronously rotated with the drive shaft, a second rotary member 16 synchronously rotated with the driven shaft, a first arm member 28 linked with the first rotary member 11 as a turning pair, and a second arm member 29 linked with the second rotary member 16 and the first arm member 28 as a turning pair. The phase changing mechanism 10 converts motion of the first arm member 28 and the second arm member 29 under control of a control means into relative rotary motion of the second rotary member 16 to the first rotary member.
