PROBLEM TO BE SOLVED: To provide technology allowing real-time knowledge of a concrete situation of an investigation target spot. SOLUTION: A server device 20 collects present position information of each terminal, extracts spot information showing the spot from question information related to the spot transmitted from the terminal, retrieves the terminal present in a neighbor area including the spot shown by the extracted spot information based on the collected position information, and distributes the question information to the retrieved terminal.
