PROBLEM TO BE SOLVED: To handle access control unitedly in a C/S system and a P2P system. SOLUTION: When allowing a new user to join a prescribed group in C/S environment, an administrator user (client device 74) updates a group management service section 44 by a P2P application 74PP and transmits (issues) permission 45 signed with a secret key of the administrator user to an object user (client device 76). The object user presents the permission 45 to a service 72CS of a server device 72 and gains access through the C/S application 76CS. The server device 72 updates group information held in a group management section 82 in the service 72CS after the presented permission 45 is confirmed.
