PROBLEM TO BE SOLVED: To provide a flooring material which brings about proper adhesion between a base material layer and a surface layer formed on a surface and having heat insulating performance, and is excellent in productivity, and a manufacturing method for the flooring material. SOLUTION: The flooring material comprises the base material layer which is composed of a thermoplastic resin composition (A), and the surface layer which is composed of a thermoplastic resin composition (B) containing a thermoplastic resin with a melt flow index of 1 g/10 min or larger as a main component and having a hollow filler in a dispersed state.
