PROBLEM TO BE SOLVED: To provide a high-reliability heating element having flexibility and extensibility. SOLUTION: This heating element includes: a base non-woven fabric 2 having flexibility; a base film 5 stuck to the base non-woven fabric 2 and having flexibility and extensibility; electrodes 7 formed on the base film 5 by printing and drying; a polymer resistor 8 supplied with power by the electrodes 7; a cover non-woven fabric 10 having flexibility; a cover film 9 stuck to the cover non-woven fabric 10, having adhesiveness to the electrodes 7, the polymer resistor 8 and the base film 5 and having flexibility and extensibility; and a film 6 with a barrier property having flexibility and extensibility. The heating element is so structured that the electrodes 7 and the polymer resistor 8 are sealed between the base film 5 and the cover film 9 by heat sealing; and the film 6 with a barrier property is arranged on at least one of the surfaces of the base non-woven fabric 2 and the cover non-woven fabric 10.
