PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor that has excellent electrical characteristics and good leakage resistance even in a more severe condition where a charge transport layer is thin, an image forming apparatus, and a cartridge.SOLUTION: There is provided an electrophotographic photoreceptor comprising an undercoat layer and a photosensitive layer on a conductive support, where the undercoat layer contains inorganic particles and a binder resin, and silica particles manufactured by a sol-gel method is 60 parts by mass relative to 100 parts by mass of the total inorganic particles.
