PROBLEM TO BE SOLVED: To provide an e-mail distribution system, an e-mail distribution method, and a mail processing apparatus, with which the traffic quantity of a communication network can be uniformed on a time base and e-mail can be smoothly transmitted/received. SOLUTION: The mail transmitting apparatus 1 is constituted of a mail server 2 and a traffic measuring apparatus 3 for measuring and predicting the traffic quantity of a communication network 7. A mail server 2 is provided with a mail transmission permission means 23 for providing mail transmission permission to mobile information terminals 4, 5 on the basis of a predicted result. Each of the mobile information terminals 4, 5 is provided with a storage means 44 for storing mails and a means for deciding whether automatic mail transmission service is to be utilized or not. In the case of non-urgent mail, each mobile information terminal receives the mail transmission permission signal from the mail server 2 and then reads reserved mail from the storage means 44 and transmits the read mail to the mail server 2 as mail with transmission permission information.
