PROBLEM TO BE SOLVED: To provide an encoding method used for both of still image encoding and moving image encoding capable of preventing increase of information amount due to switching from a still image encoding mode to a moving image encoding mode.SOLUTION: A storage section 311 stores a decoded image of an encoded image which has been encoded prior to an image to be encoded included in a moving image to which the still image encoding mode and the moving image encoding mode are applicable. A moving image encoding section 312 that, when the still image encoding mode is applied to an image prior to the image to be encoded and when the moving image encoding mode is applied to the image to be encoded, encodes the image to be encoded in a manner of inter-prediction encoding mode in which the decoded image is used as a reference image.SELECTED DRAWING: Figure 3
